Brainerd Lakes Area Vulnerable Users Plan
The City of Crosslake is seeking proposals from qualified consultants to develop a comprehensive Vulnerable Users Plan that advances regional safety, mobility, and equitable access for all roadway users. This planning effort will focus on identifying safety risks and system gaps affecting vulnerable populations—such as pedestrians, bicyclists, seniors, youth, individuals with disabilities, and low-income residents—across participating jurisdictions in the Brainerd Lakes Region.
The selected consultant will be responsible for conducting data-driven analysis, engaging a diverse range of community stakeholders, and developing actionable strategies that align with federal Safe Streets for All (SS4A) objectives. The final plan will provide prioritized recommendations, implementation timelines, project-level concepts, and funding guidance to support local agencies in reducing serious injuries and fatalities on the transportation network.
This RFP invites firms with expertise in transportation safety, multimodal planning, public engagement, and equitable community planning to submit a proposal outlining their approach, qualifications, project team, and cost.
